Subject to conditions including Condition (3) – “No development shall take place until the formal Order for the Stopping Up of the section of Public Right of Way 207 required to provide the approved access road has been approved and off-site works on the Public Right of Way completed”.
The Council have advised that the above Condition means that “This will require a Stopping Order to be confirmed to facilitate this. In the first instance the developer will have to formally request the Council to proceed with making the Order, and pay the adopted fee. The process will involve publicising the intended stopping up, through site and press notices. Any representations to the proposal will be considered by the Council, and if they ultimately remain unresolved then the Order is referred to the Mayor of London to determine”.
UPDATE – November 2010
Publicising of the ‘Stopping Up Order’ yet to be carried out.

ST Food & Wine, 360-362 Green Lanes, N13 - Application for supply of alcohol: Sunday to Thursday from 07.00 to 02.00 the following day and on Friday and Saturday from 07.00 to 03.00 the next day.
Although we spoke against this at the Licensing Committee hearing on 20 October, mostly on the basis of the potential disruption to residents from people drinking in the streets up to and after 03.00, the application was allowed, with a slight amendment to 07.00 to 02.00 the following day for all days.
Other than the objection from the Association, there were only two other objectors.
If we are to have any success in objecting against such unwanted applications, we must have more objections registered.
It is no good sitting back and then complaining once such an application goes through.
